The Government Hajj Scheme 2027 (1448 AH) costs Rs 1,200,000 for the long package (about 38–42 days) and Rs 1,300,000 for the short package (about 20–25 days). There is no ballot this year: pilgrims are selected first-come, first-served. The first instalment opened on 18 August 2026 and the second is being collected from 5 to 20 October 2026. This guide is based on the Ministry of Religious Affairs’ own notices.
Packages and costs
| Option | Length | Cost per person |
|---|---|---|
| Long package | About 38–42 days | Rs 1,200,000 |
| Short package | About 20–25 days | Rs 1,300,000 |
| Two-bed separate room (Makkah only) | Extra | Rs 210,000 |
| Three-bed separate room (Makkah only) | Extra | Rs 70,000 |
For comparison, Hajj Policy 2026 put the package at Rs 1,150,000 to Rs 1,250,000, so the long package is Rs 50,000 above the bottom of last year’s range. The policy says dues are set each year after contracts, exchange rates and Saudi tariffs are known, and any saving left after Hajj is returned to pilgrims.
What the package covers
According to the Ministry’s advertisement, the basic package includes:
- return airfare and transport in Saudi Arabia;
- shared accommodation in Makkah and Madinah, with a family room for 4 to 6 mahram relatives;
- food, an air-conditioned maktab, qurbani and 5 litres of Zamzam;
- medical care, vaccination, life insurance (takaful), a mobile SIM, a travel bag and Hajj training.
Under the policy, every pilgrim pays a non-refundable Rs 1,000 into the Hujjaj Muhafiz Scheme, which pays compensation for death, injury or emergency evacuation because of illness during Hajj. Personal spending, gifts and any side trips are not included.
Worked examples: what you pay
These figures come from our Hajj and Umrah cost calculator. The first instalment is 50% of the selected package; the calculator puts the separate room charge in the balance. Check your exact amount in the Pak Hajj app.
| Case | Total | First instalment | Balance |
|---|---|---|---|
| Married couple, long package, shared rooms | Rs 2,400,000 | Rs 1,200,000 | Rs 1,200,000 |
| One person, short package, two-bed room | Rs 1,510,000 | Rs 650,000 | Rs 860,000 |
| Family of four, long package, three-bed room | Rs 5,080,000 | Rs 2,400,000 | Rs 2,680,000 |
Who can apply
The Hajj Policy 2027-2030 sets these conditions for both the government and private schemes:
- You must be a Pakistani national with a valid Pakistani passport when you apply. The Ministry notifies the minimum passport validity each season, following Saudi instructions.
- Age limits are whatever the Saudi authorities set for that season.
- You must meet the Saudi health conditions. A medical fitness certificate from a registered medical practitioner in Pakistan is required, and terminally ill patients are not allowed to travel.
- A person with a disability must be accompanied by a designated attendant.
- Anyone on the Exit Control List, or barred from travelling abroad by a court, is not eligible.
- A woman may travel without a mahram if she submits the affidavit described in the FAQ below.
Successful applicants whose spouse holds a POC card and a foreign passport can apply for the spouse through the Pak Hajj app or the portal. The Ministry says the foreign passport must be valid until 16 November 2027, and approval depends on quota.
How selection works in 2027
- Free registration: since 22 June 2026 the Ministry has run free registration for Hajj 2027 to 2030 on hajj.mora.gov.pk and the Pak Hajj app. You choose the year you want to go.
- Waiting list: after registering, anyone who deposits 10% of the estimated cost moves to the waiting list and gets first right when applications open for their chosen year.
- Selection: first-come, first-served from the waiting list and new applications. Those left out when the quota runs out keep priority on the waiting list for later years.
The policy splits the quota 60% government and 40% private. According to ProPakistani, Saudi Arabia gave Pakistan 179,210 places for 2027: 107,526 for the government scheme and 71,684 for private operators.
Instalments and how to pay
| Step | When | Amount |
|---|---|---|
| First instalment | from 18 August 2026 | 50% of the selected package |
| Upload medical certificate | Before the second instalment | — |
| Second instalment | 5 to 20 October 2026 | The balance |
- Online only: pay through the Pak Hajj app or the Digital Hajj Portal. The policy says all Hajj dues go to the Ministry’s designated accounts through formal banking channels only; cash and informal payments are not accepted.
- Medical form: pilgrims living in Pakistan get the form certified by a doctor registered with the Pakistan Medical and Dental Council (PMDC) and upload it. Overseas Pakistanis get it certified by their local doctor and upload it under the overseas category.
- Deadline: if the second instalment is not paid by 20 October 2026, the application is treated as cancelled. Do not leave it to the last day.
- Group merging: if family members registered in separate groups, the portal can merge them into one, provided the package length, departure city and fiqh are the same. That puts you on the same flight, in the same maktab and the same building.
These dates are also on our money calendar. By the Saudi Umm al-Qura calendar, the day of Arafat (9 Dhul Hijjah 1448) falls on about 15 May 2027; Saudi moon sighting decides the final date. Check dates with the Hijri date converter.
Private Hajj scheme basics
- The private scheme gets 40% of the quota. Under the policy, every operator must be a company registered with the SECP, and all bookings and payments run through the Private Hajj Management Portal and a government account.
- ProPakistani reports 16 basic private packages priced from Rs 1.4 million to Rs 3.75 million, including shorter stays and five-star hotel options.
- The deadline to choose a package and pay is 20 November 2026. Pay only through the official Hajj portal or the Pak Hajj app; the Ministry is not responsible for money paid directly to individuals or companies.
Documents checklist
- a valid Pakistani passport and your CNIC;
- the medical fitness form, certified by a registered doctor;
- your bank IBAN, for any refund;
- the affidavit for a woman travelling without a mahram, or the attendant’s details for a person with a disability;
- for a spouse with a POC card: the card, the foreign passport and proof of marriage.
The Hajj Saving Plan
On 9 October 2026 the Prime Minister approved an interest-free “Hajj Saving Plan”, being set up by the Ministry of Religious Affairs, the Finance Ministry and Central Directorate of National Savings. It will let intending pilgrims save monthly towards Hajj. The Ministry says the rules will be made within two months, and details on eligibility, terms and how it works will be announced later.

Frequently asked questions
Is there a ballot for Government Hajj 2027?
No. Under the Hajj Policy and Plan 2027-2030, government scheme pilgrims are selected first-come, first-served from the waiting list and new applications. People who registered and paid 10% of the estimated cost go on the waiting list and get first right in the year they chose.
What happens if I miss the second instalment?
The Ministry’s notice says that if the dues are not paid by 20 October 2026 the Hajj application is treated as cancelled, and the money already paid is returned to the applicant’s bank account.
Can a woman go for Hajj without a mahram in 2027?
The policy allows it, following the Council of Islamic Ideology’s 2023 decision, if she submits an affidavit that her parents or husband have given permission, that she will travel with a group of reliable women and that there is no threat to her dignity or safety. Saudi rules for the season also apply.
Is Rs 12 lakh the final cost?
It is the dues the Ministry has notified. The policy says any saving left with the Ministry after the Hajj operation is returned to pilgrims. Budget separately for personal spending in Saudi Arabia, and the optional separate room if you choose one.
Can I cancel my application and get a refund?
Yes, through the Pak Hajj app or the Hajj management portal only. The refund goes to the IBAN you gave. The Ministry warns that a cancelled application cannot be restored, so be sure before you cancel.
